As the title suggests, if can't get procs to save your life, what should a BLM DPS range from?
Because right now I'm getting annoyed that in 3 full rotations I end up with 1 proc, if any and doing sub 500 dps with almost full i130 gear + zeta.

The odds that you, personally, are consistently getting substantially lower proc results over thousands of casts is statistically unlikely.
However the odds that the people who report their DPS here either cherry pick their streaks of good luck and/or outright exaggerate is rather good.
BLMs are not good with parsers due to the large amount of fluctuation you have in a short timeframe such as 3-4 minutes. However you can't neglect procs either, RNG is RNG but statistically it all should work out nicely.
I wouldn't worry about your dummy DPS unless you literally want to make multiple parses with a time over 10 minutes. Most of BLM DPS comes from how you manage your procs in a real scenario anyway, not how much you dummy for.
I am pretty sure you CAN click off buffs, such as Thundercloud and Firestarter... not that any sane person would, but for experimental purposes.
So if you want to really test "proc-less" BLM dps:
Only use F1 during your Fire cycle.
You can transition from UI3 to AF3 using a Firestarter proc, same dps as using a normal (halved) cast F3 from UI3.
When applying your choice of Thunder, click off the Thundercloud proc. Otherwise only use T1, the Thundercloud procs using T1 will not have a significant effect over a 5 minute parse.
