I don't think so. You have to be level 30 or above, but IIRC I think my quest progression was running a couple levels below my character level at the time and I was able to do it. (Of course, there may still be a main scenario requirement somewhere. If it required a level 25 or 26 MSQ prerequisite and I was past that at the 27 or 28 quests, I wouldn't have noticed.) The "My Feisty Little Chocobo" quest itself is a side-quest and not directly in line with the Main Scenario.
You have to talk with a guy at Camp Tranquil in the South Shroud once you're level 30 and he'll give you a quest to talk with someone at Bentbranch to learn how to summon your chocobo for battle.
As long as you've unlocked the chocobo (the mount) and are level 30, you can pick up the quest from Docette in Camp Tranquil. And here, from my post in another thread, so that you can find the Gysahl Green vendors easier, since you'll need tons:

Ul'dah: Roarich <Independent Importer> - on the Ruby Road Exchange beside the Adventurer's Guild
Gridania: Maisenta <Black Rabbit Trader> - a stall to the west of the main aetheryte
Limsa: Bango Zango <Brugaire Consortium> - right in the aetheryte plaza, easy to find
Central Shroud: Merchant and Mender - the northside of Bentbranch Meadows.
