This means that now that I finally get to enjoy tank insta-queue due to leveling GLA, now it's tanks turn to sit in DF queue for a million years

It probably just means that they added the 3 new jobs into the player pool the DF looks through. This way they have plenty of time to make any fixes before the expansion in case the DF starts acting weird.

Nope, if they did that, they would mention it in the notes. They changed the algorithm, not the features. They didn't mention how they changed it because it translates to "Matchmaking has been improved". Or they simply added the new jobs in there beforehand, like how the ninja soulstone was added beforehand.
