I got this weird issue where the game textures are not in sync. Please look at the stairs on this video.
Does anyone else experience this? It's really distracting and can cause eye strain sometimes.

I don't have that problem. What are you settings? Could be occulison or LOD.
On a side note, are you having any problem with the game starting to lock-up about an hour in? Like it starts stuttering, with the music and sound stopping as well and everything.
No, my game runs fine every after a few hours. Here are the settings:
- Full screen 1920x1080, 60 FPS limit (monitor is 60Hz)
- Maximum setting
- GPU is not overclocked
- Global v-sync on
I have tried removing the limit, turning v-sync off, lowering the graphics but it doesn't resolve the issue. I also did a complete removal and reinstall of the drivers. I haven't touched any of the advanced settings.
That's really odd. I haven't seen anything like that. Here's my GPU specs:

Make sure the "Use low detail models on distant objects" option is unchecked.
lol, that is normal, because your monitor resolution pixel density is low, so the antialias isn't effective at reducing the stair case effect. This is normal in any games.

Maybe it has something to do with how far zoomed out you are. How do you get that far zoomed out?
I'd be more concerned about that water fountain popping in and out of view
