Server time compared to regular time.

I am located in Oregon U.S.

Every server I have joined in every other mmorpg has always had the same server time as my time IRL.

Except for now of course. Apperently it is 9:30 pm at night server time. Which means that the server is now ahead of me by 8 hours.

So my question is this, does this mean that peak hours for siren is between 9:00am-2:00 pm?

If so then I may have to change servers. Why is this server 8 hours ahead of me? I can not find any place in the US that is 8 hours ahead of me.
