Character Creation Restriction

I thought Jenova was a small populated server... why is it locked?

Different servers get character restrictions every day. Make sure to check frequently it should open up soon since it's not as populated a server as mine (balmung) lemme check to see if I can find the refresh times for it. One moment.

This stuff happens on the daily which it says here:

During periods of high congestion, we may institute a temporary restriction on the creation of new characters.
This information will be updated at the following intervals:
4:00 a.m./ 8:00 a.m./ 1:00 p.m./ 6:00 p.m./ 11:00 p.m. (PDT)

So check again in like 3 hours, but it may be locked. Exodus is always locked at night it seems and then is open in the morning/afternoon.
