This is because you aren't doing your job with the spammers. Because you haven't managed to get rid of them, both of those channels are so full of spam that they are almost impossible to use.
Good job--keep it up. Those of us who are forced off of the game because we can't communicate anymore will consider your mishandling of the spammer situation to be a useful object lesson.
