RMT Able to Create New Characters on Locked Out Servers

Party or solo: Solo* (*You can't receive tells in dungeon)

Area and coordinates: Anywhere you can receive a tell

Steps:
1. Log-in and wait
2. As soon as you receive RMT spam, blacklist
3. Wait
4. Repeat 2 and 3
5. In 3 hours, you will have blacklisted from each RMT company at least 5 times

Clear indication that new characters are being created through an exploit of a bug. I tested myself and cannot create a new character on my server. I have two available slots on Siren AND am far below my 50 max quota.
