Having trouble making alts

Every time I try to make a couple of alts on Sargatanas to get ready for Heavensward it tells me that the server is locked.

However when I look on the website

It says that isn't suppose to be locked. What is the issue with this.

Might just have a full queue when you go to finish your creation. You may want to double-check that your subscription isn't set to 1 character per server too. Hope you can make your alts soon.

The server lockout list isn't updated on very frequent intervals. Check during the early hours ~2-4am PST and it should usually be open. Servers can open/close for minutes at a time.

There isn't a queue because I log in my main without one. I have Legacy so I get 8 chars per server 40 total.
