unable to decline Friend requests through notification pop-up

when receiving a friend request a notification pops up.

selecting the notification brings up a dialog window to confirm or decline.

declining the friend request closes the notification but that character and request are still present in the friends window.

So to decline the request, the name must be selected and declined and confirmed a second time.

Accepting friend requests from the notification pop-up window works fine but declining does not.

This occurs on both pc and ps3 versions.
