Support Desk crashes game in Gold Saucer

Specifically in the Chocobo Square of Gold Saucer, opening Support Desk to file a cheating complaint, the majority of the time the form does not load. If it does, after submitting the form, the majority of the time the game becomes unresponsive and crashes.

I've attempted this about 10 or more times including rebooting the PC in between, changing locations, or attempting at different times on different days, but the issue seems to be consistent for this particular zone.

Running PC version on windows 8.1.
