PC Collector's Edition SE Store Exclusive?

I know the last thread asked if all CE's were SE store exclusive but what was really the problem with the ARR release was that the PC version was SE store exclusive and everything else you could get at other retailers.

So my question is. Is the Heavensward PC Collector's Edition an SE store exclusive this time?

Not for North America. Quantities for other retailers are limited, however.
