Method in His Malice Drop Rate for Hullbreaker Isle

Steps: I am not sure if this is an actual bug or not, but I have no ran Hullbreaker Isle a total of 38 times without seeing the drop for the quest 'Method in His Malice'. I have gone on all jobs available to me at that level and nothing has changed. I've read that it is supposed to be a 1 in 9 drop roughly so I am wondering if my character is bugged. Quite a while back I had a similar issue where I could not complete the Zenith quest line as one of the Primal fights would not drop the required item. If this is not a bug and just poor RNG for myself I do apologize but it is terribly frustrating.
