How can this not be a bug?

Alright.. So me and my irl friends have create an FC a couple months ago..
and while I was messing with inviting my alts to the FC for muling, I was messing with the promote settings.. Then I learned I can actually promote them beyond my own rank. I'm rank #4, my friends have # 1-3.
I was able to promote my alt to rank #2..

Then it got me thinking, Can I promote myself? YEP! I can promote myself to rank #2 as well.

I figured okay, that's a crappy system but it may not be a bug, so I just asked my friend to sort out the privilege settings so that nobody other than the 4 of us could have promote/demote priviliges. (I understand that it's a system based on trust and you should only have people you trust as your officer yadda yadda.. that's not the point)

Then yesterday, I had another thought.. as a rank #4, can I KICK a rank #2?

Why, yes I can! Can I demote my superiors down to lowest rank? YEP!

So tell me this,

If you have a very large FC where you need multiple ranks of officers with promote/demote privileges to make sure that newcomers are promoted in a timely manner (after all, one person can't keep track of them all)

What's to stop an entry level officer (whose sole reason for having the promote/demote privilege is to make sure that the recent recruits are properly given their station) decides, oh I'll just promote myself to top rank so I can also have kick previliges, and kick everybody else. Oh also, as a rank #2, he probably also has full FC chest access, so he can completely empty out the chest. And on some FCs, #2 might even be given FC housing privileges so he could also demolish the house and leave the FC in complete ruins.

Tell me SE.

Is this seriously working as intended?

I can deal with the fact that you don't allow us the control how many/much items a person can take out of the fc chest per day. We'll just be forced to keep the tabs strict and we won't be able to put full stacks of expensive crap in there for that one person who might empty out an entire freaking tab because you fail to implement such a system. We can get over the fact that maybe instead of keeping all our money pooled together in the fc chest, we'll have to put the bare minimum for small purchases.. BUT Why in the world would you allow somebody to promote HIMSELF and Demote his SUPERIORS and Kick everybody out? How is this not a BUG? I can grab a Fortran compiler and write conditionals to do just that.. Hell I could probably even do it on TI-83..

Also, knowing this information.
Back when my old FC leader was on a hiatus for 20+ days (his gf is second in command so it wouldn't be an issue). If I wanted to, I could've promoted myself to her rank, demoted her, kicked off everybody in the FC and just waited a few days until the leadership was passed onto me and steal the entire FC from underneath.
Please, this cannot be working as intended... It makes me cringe to think that this may not be a bug..

Working as intended. Initially spotted months ago, reported, verified as being how it is supposed to work. What you MUST do is edit the settings as the FC owner to ensure that levels below you cannot promote to a dangerous level.

Has been the cause of some serious trouble in the past.

That's what I suspected all along, but how can they honestly believe that's how FC privileges should work though?
