Castrum Centri - Cutscene will not load

I have had this issue every time I attempt to move forward with this quest. The first Cutscene loads just fine and I am able to move forward to freeing the Scions. After that battle, the game goes to cutscene and the screen stays black, the progress wheel spinning in the corner, and it never loads, no matter how long I wait and I am unable to do anything within the game save the chatting function. I have updated video drivers, made sure that everything was working soundly on my computer, turned off my antivirus, added an exception for this game within the antivirus. i have also rebooted my modem and computer and this problem persists. I have reached lvl 50 and would like to be able to progress into endgame, but this problem prevents that.

Steps:
1. Entered Castrum Centri on Escape from Castrum Centri story mission
2. Began first cutscene after Examining the Steel door
3. Completed the Fight after the cutscene
4. Game began to load next cutscene but stuck in eternal loading loop
5. Tried the escape key to skip cutscene but option was unavaliable
6. I was forced to manually shut the game down, due to the cutscene never loading.
