I would like to know what's up with this.
On Shiva, the NPC says 9:00 pm. The patch notes say 19:00 GMT for the Chaos data center - that is, 7:00 pm. This latter seems to be the correct one, which for me is 8:00 pm, and that's just when the drawing happened.

Any other servers / data centers have this issue? Could we have it fixed please, because it's a bit confusing?
The in game description is worthless and wrong so I ignored that. The draw is at 7pm GMT and the early bird bonus is up until 8pm GMT if on Chaos in the EU like you said which is same world server as I play on and not what is said within the in game description. When I first saw things being described as (Earth Time) in game I thought what the hell is that supposed to mean due to regional differences blanket statements like used in game do not work, so I came to forums which is my bookmarked FF14 page then clicked on lodestone which automatically forwarded me to the NA lodestone not the EU one...so then had to manually change it to the EU version, scroll down to relevant patch notes and look up 2.51 notes then scroll down to gold saucer section of it followed by converting from 24 hour time to 12 hour am/pm. I then made a note of it on my desktop for future reference.
In the end it was a lot more effort to find out the real time than I expected.
