Washed up quest

Sorry if this is a stupid question, and I assure you I've searched for the answer, but I'm yet to have success.

I'm on the story quest Washed Up, and four of the five yeomen were easily found. But I can't find the fifth anywhere. No orange circles, no indicators.

I'm get crazy.

Any help?
