I'm seeing a lot of people say casinos are against the ToS. They are not.
I've seen at least a couple people today say SE closed player casinos or they're against the ToS. This isn't true, quote SquareEnix:

Because this cannot be tracked or verified from the standpoint of a GM investigation, these types of exchanges are discouraged. While a small scale, immediate lottery type exchange could be possible, the large scale lotteries are a fraud concern that has us encouraging them not being advertised in the game.
I've seen at least 2 people today say casinos are against the ToS or SE stopped player casinos. It just isn't true.
