Server time vs Local time causes issue with time based events?

There is problem with Gold Saucer Jumbo Draw, it said 10:00 PM EST but the actual event is at 9:00 PM EST!

I take that server doesn't follow DST?

edit: but this is confusing! Wedding times are correct as far I already attended twice but the quest informations are incorrect in this case.
