Can we get some confirmation that there will or won't eventually be future housing wards during 3.0 and beyond, as there still seems to be some confusion from the player base about potentially expanding the wards.

The last thing they said was that they felt housing demands were mostly filled and their next priority is to expand on housing features rather than extra land itself. Maybe they've changed their minds, maybe not. Same as the last thread, and the thread before that, and the thread before that...

There's no confusion. It's just people not reading Liveletters when they are posted. Yoshi-P has stated that at the moment they are in a good place concerning the housing wards. They made more available through subdivisions and even though it's not enough for the more populated servers, most of the servers with moderate population is fine.
So, they are happy with it for right now. 3.0 and onward though, they are looking into the expansion of the current houses since our item limits are very low. They want to look into that before looking into more housing districts. They did say that they were going to look into more housing but that at the moment, they were fine and wanted to expand housing for the current houses. -

They also mentioned that LATER in the Heavensward Expansion(as in, NOT 3.0 launch) they MIGHT have Ishgardian housing districts. But again, right now they aren't planning on it for anytime soon.

I think SE should at least open more wards on the most populated servers instead of creating new wards on all servers. Like pick the data centers and/or servers with the most players and create additional wards specifically only for those data centers or servers.
