Chocobo Race Not Loading

Has anyone else been afflicted by this problem? The majority of the time I try to enter a race, the screen remains black in loading but the race continues on without me. I always end up placing last because I was never actually transitioned into the race to begin with.
Once in a great while it'll finally kick in somewhere near the very end of the race when it's too late to do anything since the other racers have already crossed the finish line.

I've tried entering at different hours throughout the day to see if it was congestion, and it doesn't seem to make a difference. My connection is normal as well.

I think it actually is congestion. I get this most often at prime time, where at times it'll happen race after race.
