Question about recruit a friend

So I have a friend who just started a week ago (and hence is still on the free trial period) but just remembered today about the recruit a friend campaign. Is it possible to still send the recruit email and receive the benefits since they haven't sub'd yet?

Yes it is, so long as they haven't paid for any gametime.

There should be a little yellow message that tells you this when trying to pay for gametime I believe, or at least there's a message somewhere.
