Content bottle necks
I love the fact that XIV poses real challenges to the players please don't think of this as a plea to make it easier.
However I am having hard time getting any sort of group together for few fights.
Nobody is in que for Moogle Extreme and the times I've gotten in the teams barely live for more than 60 seconds so obviously I haven't had any significant learning experience there. I've seen the videos but there are no chances to practice the fight ever.
I've set up learning parties that are up for hours and no slots get filled up.
I just don't see what I can do to overcome this challenge and all the other EX Primals are locked behind this one.
Same story in coil.
I'm now at t8 but parties just don't happen. No-one in pf nor df is doing it and setting it up myself yields no results. In the mean time I have studied the fights with the best of my ability online but in practice it seems I need some real axe-to-mob-time to properly learn these.
Any tips on what I should do?
My ilvl is 113 if that is relevant to this.

And honestly any practical tips beyond "get a static" would be greatly appreciated.

Hey i see we are on same server, one of my friends just came back a couple days ago and also needs mog EX we plan on doing it this week. What times do you usually play?

Well this is an mmorpg, so I would recommend you to talk to people, make friends, add people you think play well to your friend's list. Thats how I learned every fight. My server is really slow to join PF's so it's usually not an option unless I wanna wait an hour or two, so I usually need to ask around.
There may also be linkshells on your server to help new/farm ex primals and coil.

People are not really up for doing Moogle Extreme with DF or PF when people are new as it is not a very pug-friendly fight. You will have the same problem with Ramuh Extreme. Your best bet is to ask your FC for help or join an endgame LS.

i think it really is because the ilvls increase too fast. i would like the game to have increases maybe every half a year or longer, so content stays relevant longer.
But as soon as you beat moogle x you dont go back to that fight, since after is shiva, and the possible gear drop on moogle isnt worth it for most people.
It's sad but true and it happens to everything.
Coil is even worse. after 1 week or maybe 2 (if your lucky) it's almost impossible to join people since you are not pro yet. It's a pretty sad and stupid development.
I blame the 100% scripted fights that have close to zero randomness. If they had, it would be harder to "learn" them instead you would need more skill. But its a easy way to create content. Sadly the perfect recipe for these kinda developments in the community and for fast boredom.

I'm in a pretty big FC but it seems like I should join an additional endgame LS too. I just wanted to point out that I'm not "pro" at this game or anything. I just want the chance to learn and get better without you know... committing my entire life to that goal?

Yeah, you actually have a good point in that they should remove the bottle neck for Shiva that is Ramuh and Moogle - those fights are a pain to throw together and require coordination. Shiva is, like, 10 times easier to PUG than those fights.
My advice, honestly, would be to just buy the clears, or join a linkshell and start doing favors for people. This is coming from a standpoint of: it is going to take you an extraordinary amount of time to learn the fights to the point that you will be able to have them on farm. That is a function of the fact that no one is doing them at all anymore, so, like you said, it will be hard to find other people that want to accomplish the same thing as you. While, yeah, its going to kind of suck to skip those fights, they are not very fun and the time you put in probably won't be worth the reward, imo.
It would probably cost you like 2mil to buy it knowing what I know about Balmung's mercs.
