Although I agree an intelligent rng system would be better than the crap we have right now.
As far as I'm aware the RNG system in WoW increases your chance every time you don't get something, eventually increasing the odds to your favour. -

Oh I see. But I think the way it works in PSO2 is alright too though. Like you have a bar to fill up, your item could drop while the bar is progressing. When the bar filled up, you automatically get the drop.
