How about this for a simpler block to RMT tell spamming:
1) Change the /busy command to block all tells except those on friend list.
2) Add another command /superbusy (don't care about icon) which blocks all tells.

Good idea.
Anything to fight the Gil spammers would be great.
I personally had the following ideas :
1) Only be able to use /tell when using a paid subscription, so unable to spam with trial versions. (this will cost the spammers money each time they loose a spam character)
2) Level restriction before you can even use /tell, maybe one class should be at least level 20 or so (this will take spammers more time before they are able to spam once again after their characters got banned)
3) Word filter option, so that we can add a combination of letters and words to filter out some tells if they reuse the same text with different characters
4) Right click on name and report as Gil spammer, and add an option for controller users as well to make life easier for your customers that actually play the game
5) /tell check on the server itself, so that certain combination of letters and words that only Gil spammers use can be filtered out before even reaching us, and then followed by an automatic report to the support desk
6) Make reporting real money traders more fun, give the character reporting them a reward, some Gil or a goody bag for the work that they have done and time they have lost to actually play the game to prevent even more spam. This could make people more active reporting Gil spammers in the first place instead of just ignoring them
After reporting 1000 verified RMT, you get an achievement award:
