Optimization for High Resolutions still Bad

Hello,
This is the 2nd rig built specifically for this game to play at 3K & 4K HD with fail.

2560x1440
i7 4790K - 4.2GHz
Asus Sabertooth Mark 1 Motherboard
16GB DDR3
512GB Samsung 850 SSD
SLI: 2x 980GTX OC 4GB
Windows 8.1

Mostly 60FPS, go to a town with other players and it dips down into 30s FPS while my GPU does NOT hit full usage (SLI has no effect)

At 4K HD (3620x2036)
I can't even get 60 FPS, same issue with low GPU usage.

What's up square? Your game is only well optimized up to 1080p, not acceptable.
