Pretty sure npcs are placed instead of players who did not click commence.

Much better than requeue, thats a good improvement, hope see something along the line, even on DF ;)

I'm pretty sure that the NPCs are there anyway and then get replaced by players that register in the 30sec or so countdown before a new race.
