Pre-Calamity (i.e. version 1.0), Drybone actually suited it's title, as it was a barren, rocky wasteland mostly devoid of vegetation and water other than the small muddy pond that gave it's name (yes, 'Drybone' is actually the name of a pond in the area). The Calamity however not only changed the landscape, it also changed the weather in Eorzea as well. Hence the reason for the frequent rainstorms in Eastern Thanalan. And before you pass judgement, it was stated in 1.0 that in the distance past, Thanalan actually was originally far more temperate than it is now - in fact, it was heavily forested like the Black Shroud.
Besides, even deserts get rain. ;)
I assumed it was like Dalmasca where it rained during a specific season a lot and then for the rest of the year it was hot and dry.
