Do you still have those weathered shepherd's slops or whatever they were called from the main scenario quest early on, they were untradeable and you wore them as part of a disguise in Thanalan? Those were homeless-looking, might be able to incorporate that since they were roughed up. Speaking of 'roughed up', there'so those equipable crafting mats that are in some lvl 30 dungeons (maybe Qarn and/or Cutter's Cry) that really aren't meant to be equipped but can be... those also have a roughed up/worn look and I don't think you'll find the whole look you're after from that set of items but maybe you'll find something useful.
