possible bug in "a method in his malice"?

i may be way off on this, but i would just like to be sure, before i waste anymore of my time on this. i'm doing the "method in his malice" quest for the WAR zodiac weapon. this is the quest where you need to retrieve 4 vials of blood from 4 instanced dungeon bosses. first is the tonberry king blood, from the wanderer's palace. second is the hecatoncheires blood from copperbell mines (Hard). third is the kraken blood from hullbreaker isle. this is where i'm up to in the quest. ive turned in the two previous vials, and the npc directs me to hullbreaker isle for the next one. ive been trying for 4 days now, and over 50+ runs and i have yet to recieve the blood. now, im aware of RNG, and it may just be bad luck, but i went to check the journal entry for the quest, and the next step listed is to turn in the hecatoncheires blood from copperbell mines (Hard) to the NPC. this was already done. i even went back to the NPC, he does not ask for that anymore. is it possible that the quest is hung up here and thats why its not letting the next vial of blood drop? like i said, i just want to make sure before i waste anymore of my time running this dungeon. thanks in advance for any help you can give me.

here's a screenshot, you can see in the tracker on the right its telling me to go to hullbreaker isle, and in the journal, its telling to to do the previous step.
