Vote kicking players from duty bugged.

Sometime when an annoying player is voted out of a dungeon this same player is able to join the group again.

In a 4 man duty the player voted for dismissal can and has joined the duty even after being removed 3 times.

The vote dismissal system does not work as intended. Players dismissed from duties SHOULD NOT be able to join the party they were removed from.

Reporting harassment is useless. What is worse is this player will then waste everyones time. No one wants a 30min lockout but the vote system is broken and actually punishes the good players.
