Update allowing cooldowns on job change does not apply to The Rising Stones

Not posting this as a bug cause it's more of an oversight, but being in The Rising Stones in Mor Dhona it would be nice to have that considered a sanctuary as well, for cooldowns to be available when changing jobs. Also presumably the Scions place in West Thanalan probably also doesn't consider it a sanctuary in that place, though I haven't checked.

Noticed this too. Always wondered why they weren't sanctuaries.

That entire town doesn't count as a sanctuary.
I do agree that the Scions HQs should count as one.

whitebrim doesn't count either
I'm wondering if that one is actually intentional though, it is ishgard and right at the border, and seemingly part of the fall

Doesn't an area need an Aetheryte Crystal to be a Sanctuary? Whitebrim doesn't have one.

I'm fairly certain coach's find is a sanctuary

Unfortunately it's not.

Pretty much any area that has an aetheryte you can teleport to would be counted as sanctuaries. Whitebrim and Saint Coinach's Find don't have them.
