Block players from rejoining duties they've been dismissed from.

I can't tell you how many times I've dismissed or had a group dismiss a disruptive player to have them turn around and immediately rejoin the group and troll that group. Can we please do something to prevent this? Maybe prevent them from joining an in progress of whatever they just got out of for an hour or so, or just preventing them from rejoining that specific instance.

Also, can we implement something that keeps players from being partied into groups with people they've blacklisted? My blacklist isn't full of bots, it specifically has toxic players on it that I don't want anything to do with, yet I've been put into randoms before with those players. A lot of the answers that I've gotten with reported players is information on how to add them to my blacklist, but how is this function useful if the system keeps putting me into groups with them?
