Some people do healer brand on p4, some do tank, what's the point of the tanks doing it? Is it just to mitigate the damage better so there is less stress on the healers?

It's easiest to have tanks do it because they take less damage from the swap and explosion and healers are already healing the main tank who's the one taking the hit. I would prefer tanks handling it in second phase as well, but that would be too much of a hassle with the bennus.
Tanks take negligible damage from it, and they're always standing in the same place with no worry of crossing paths for accidental trades, unlike everyone else who are dancing to avoid pinions or are on fountain duty.
We have our OT get it but I prefer having the MT take like I see other groups do it because it accidently gets swapped to other party members. The brand damage hits non tanks really hard and does negligible damage to tanks so it eases healing a lot.
Do you also take stacks when you do tank brand? If so is there a timing error? Or can you safely get 2-3 stacks before you have to pass?
The way we do it is that tanks take it, we tank swap at the same time that we swap it, except the first tank swap, so the one tanking the boss will have the brand while the tank not having it can takes the 3 first stacks from the fire fountain.
We have our current OT always take 4 first stacks from the fountain, then brand swap will happen right after (OT comes out from the mountain and goes take brand out of MT). The strategy is explained very well in this Turn 12 guide (link straight to phase 4).
The brand can be handled by the OT while he is in the fountain. It deals no additional damage until it is passed and negligible damage to tanks anyway. We pull the boss next to the fountain after Revelation so our OT can help dps. Revelation is the only frontal cleave Phoenix does so it doesn't matter which direction he is turned after Revelation is cast.
