Duty Finder wait time UI should show the wait time for your language selection

When attempting to match via DF, the "Average Wait Time" displayed should be shown only for your current language selection, not the average for the entire datacenter regardless of language as it appears to be now.

For example, if you queue'd for Shiva EX with "E" as your language, maybe your average wait time really would be under 5 minutes, but if you queue with "F" as your only language, it's probably going to be more like 10 hours or, you know, never, if you're not on a European-centric server.

Alternatively, or perhaps additionally, it would be nice if the DF warned you if you had selected a language that was super unlikely to ever get into an instance like ever (which, if you're on a NA datacenter, is basically any language other than English).
