Because if this was the case you wouldn't be able to sell melded gear.
Two words that should answer your question there: Gil Sink
technically, you can detach materias from old gear.
but the almighty Mutamix eats them in the process.

and your gils, too.
It would damage one of RMT's main sources of income.
Mainly because it would destroy the Whole MB of a the severs. A long time ago, (just joking ) you use to be able to get T4 mats from level 46-49 gear. I know, I still have some. Also, if your were able to remove old mats from old gear you'd be able to make a large some of gil. T4s Mats. didnt always have any great value like they do now. I have many level item 70 gear(s) with Mat T4s on them. If I could take them off, I'd be RICH and nobody wants that. lol Most mat. use to be throw away.
T3's had more vaule due to the use of them on Relics.
In other words, why can't you just remove the materia to use again in some other gear?
Because having to go out and acquire new materia means you are either:
A) spending time playing the game in order to spiritbond equipment, which you may have additional time crafting yourself with mats you may have spent time gathering yourself (after spending the time leveling relevant classes).
B) Using the market boards to purchase new materia (that others got by doing A) which is part of the economy, and for the economy to be good there needs to be a need/demand for the items being sold.
So there's two reasons:
A) you spend time playing the game, which means you are subscribed (potentially for longer) and are paying money to SE.
B) you are being involved in the success of the game's economy.
So if you could get the materia back, both A and B are negatively affected. Each of those things can affect the game and hurt it.
There's probably other reasons in addition to those where you could see a negative impact somewhere in the game.
The system had so much potential but all it turn out to be is a gil sink mechanic when I first heard about material back when it was announced was excited know meh not what expected it would turn out to be imo.
