UI Timers don't always show

Hey all,

Sorry if I am being dense here, but when I am battling I'm sure sometimes my recast timers just don't appear over my icons for some abilities when they should. They are usually things like Raging Strikes or Hawks Eye which have a 30s cool down but it is very temperamental - it will start off working and then stop; or sometimes not work at all.

I did notice when I was playing Conjurer that my spells would always work though (thus far).

Is this a bug, or am I misinterpreting how the UI should work for certain abilities?

I didn't see another post for this, just one for timers falling out of sync (which I am guessing was due to server issues).
