At the line between 31-32, 13 there is a mining spot for the levee. (Just to the left of the S at Scorpion's Keep)
The puroboros from inside Scorpion Keep are agroing from inside the walls and hitting at range with a fireball making the levee impossible to complete if that point is active for the levee.
