Server Character Transfer Information

Hi guys. I've been playing this game since 1.0 beta and I am on balmung. In the past month my wife has decided to start playing FFXIV with me. Problem is Balmung at least for the past month or so has been 100% full everytime I try to create a character for her on it. I've tried staying up all night until 8am CST a couple nights now when i think the population would be lower but still haven't seen it open up. I check to see if it's open typically between midnight-2am and 6am-8am CST on normal nights. I can't stay up from midnight to 8am more than one night a week otherwise it starts messing with my health and RL. I was reading up on character transfers to see if I would be able to create a character on another server and then pay to transfer it. Now after reading the fine print I am not sure on one thing that I'm hoping someone can answer for me.

If I pay for a character transfer from a server to Balmung, will SE move the character as soon as balmung opens up? Or is it the same rules as creating characters where you have to just sit there until the server opens and then initiate the transfer? Because I would gladly pay SE to get put into a "queue" of sorts to transfer a character to Balmung if it was something that was going to happen within a month or so.
