PS4 Fresh Install - Patch update error

Patch file 2014.8.26.0000.0002 Keeps erroring out at 46-47MB downloaded on the PS4.
I was not able to download it at all on my ISP connection.

I attempted to install it several times between last night and this morning to no avail.

Out of frustration my buddy let me hotspot to his phone and the patch is amazingly downloading and is currently sitting at 130.66MB downloaded.

Is there something wrong with that particular patch file? Its strange why all the other patches downloaded perfectly until this point but the 8.26 patch file would not.

the patch file is clearly fine if another service provider is able to download it.
