Weird but the targeting reticule is messed up

I mean when I go to lay down an AoE the targeting reticule is in a weird position. like behind me or to the side and I have to pivot my character to place the reticule in the right place.

If I log out and back in it seems to work the way it always has.

Any thoughts on why this may be occurring?

Controller user?

Holding one of the shoulder buttons (I believe R1) makes the target move independent of the camera with the left analog. It remembers the last position you left it at in respect to your camera until you relog or move it in this method again.
