my friend is trying to get into balmung with me. but since the world is locked/character restricted he cant make a character in balmung. my question is basicly if he uses the world transfer service is he guaranteed to get into balmung?

No, you can only transfer to an unlocked world :| So your friend will have to wait till the lock lifted.
