Before i make a new character is it free right now??
yes. Right now you can have up to 8 characters free of charge.
My suggestion: Activate all 8 options and then cancel the extra 7. This way you will have all 8 active until they decide start charging...and when they do the extra ones will be cancelled automatically, without the risk of you forgetting to do this and having to pay the additional character fee.
