I thought it was intended design, but they added the NPCs in there for us.

Because waiting for the holidays (and the event) to be over would have made much more sense. . .

They added the NPCs for the event there now? I'm actually a little disappointed, I liked that the subdivisions were quieter without them... But it also promotes more traffic there, which is part of the point for this event.

More quiet? No one goes to subdivisions to begin with other than the residents. Everyone teleports to the first ward to do the quests.
