Issues with FFXIV and Windows 8.1 (mouse clicks)

Steps
Holding down a movement key seems to block clicks from the mouse.

Press and hold a movement key and try clicking on any open menu, loot list, ready check, skills that require mouse input such as flaming arrow, ect. I typically have to completely stop before mouse clicks are allowed. (Auto running works normally)

Computer Model
Various laptops with Windows 8 or 8.1 installed.

Note: This situation seems to occur on any laptop touchpad with Windows 8 or 8.1. I have not tested a desktop setup. This issue does not occur in any installation of Windows 7 that I have seen.
