2002 error upon swapping data centers

Time: any
Frequency: almost always
World name: any
Character name: varies
NPC name: na
Monster name: na
Class/Level: varies
Party or solo: na
In-game time: brief to long
Area and coordinates: na

Steps:
1. Log into one data center (sometimes not even all the way to playing a character)
2. Log out (NOT Exit Game) back to character selection screen
3. Quit button to go back to option screen
4. Click on Data Center
5. Pick a different Data Center than the one I was just on
6. 2002 error. Kicked all the way back to log in/pw screen

to add:
I do not get this error if I log out and change characters in the same world.
I do get this error going from NA center to NA center, or between JP and NA/EU data centers.
This has been going on for well over a month. Just now, after yet another booting, I decided I'd had enough.
Also, didn't add to the thread about swapping between two specific servers since, in my experience, it is way more widespread.
