Completely Unhelpful Support Desk Answer

I just wanted to know whether the Eternal Bond invitations went by Pacific Standard Time, Eastern Time, etc. but when I used the Support Desk feature I got a completely unhelpful response directing me to the Active Help menu (which does not have the answer to my question). The response read like a form letter so I have concluded that nobody read my question. Can someone from SE answer it here, please? Another player told me it's based on whatever our local time zone is. So if my ceremony is 2 pm and I live in the Eastern Time Zone then an invitation would say 11 am for someone in PST. Is that correct?
