It's been a while, so I don't quite remember everything, but I'm pretty sure this is one of the ones where you want to focus first on eliminating all the lower level adds in order to cut down on the number of them who are attacking your party. Don't bother attacking the leader of the pirates until he's the only one left, as it may take a while to bring him down, and the NPCs with you can't survive all the other pirates' attacks for that long.
(Incidentally, this will be a common pattern in dungeons as well, though it's one that's more important for damage dealer classes to learn than tanks. It's often best for DPS to clear out the rabble first before focusing on the boss, though tanks like MRD usually need to keep the boss's attention while they're doing that. In this solo quest, you're acting more as a damage dealer regardless of the class you do it with.)
NPCs normally will cure you in these solo fights, so tank all the mobs for them.
Got it took care of and finally got an airship pass.
