Party Chat funtion not working

In certain instances, the party chat function will not work at all. Things I type will not be seen and things others type cannot be seen. Macros will not show up, and the party must communicate through /say.

Time: Between 10 PM and 5 AM CST randomly
Frequency: Sometimes
World name: Sargatanus, though effects whole data center
Character name: Samoth Tiger
NPC name: N/A
Monster name: N/A
Class/Level: SCH, WAR, DRG, BLM all level 50
Party or solo: Party
In-game time: Different each time
Area and coordinates: Second Coil of Bahamut Turn 1 and Ramuh EX are my only confirmed, personally, thought have found reports of this happening in Halatali, Snowcloak, Second Coil of Bahamut (all other turns), Shiva EX
Steps:
1. Restarted client.
2. Reset chat log filters to default.
