Adding an "Off topic" section in the forums

First off thank you for deleting the thread regarding the "Special needs ponies".

I, as the thread creator, had tried finding a way to lock the thread myself, but wasn't able to, and a lot of the comments in the thread were disturbing.

When I made that thread I had debated on which section it should be placed in, and Community/General discussion seemed like the best place for it to be, since it fits into the "Community" of the game, and is a "General discussion" that isn't related to any of the other headings. However, "General discussion" seems to have warped into a "post everything in the general discussion because the moderators don't respond very often in the sections of the forums where the posts are supposed to be directed in the first place" forum, so I think an off-topic section would really benefit the forum as a result of that.

Thank you very much, and I'm sorry that it turned into such a dominant, out of control thread. I had just intended for it to be answered and then disappear. :)
